29 CFR 1910.119(j)(2): The employer did not establish and implement written proc edures that establish Thickness Measurement Locations (TML's) for Pressure Vesse ls and Injection Points in piping circuits and nearby piping, and Corrosion-unde r-insulation. a)This violation was observed on or about 1/19/2010, where the emp loyer did not ensure its Mechanical Integrity program included procedures for es tablishing thickness measurement locations (TML's) for the various pressure vess els on the EC2 platform. This exposed employees to fire, explosion and highly ha zardous chemicals (HHC). Pursuant to 29 CFR 1903.19(d), within 10 calendar days of the date of the citati on, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps it is taking to ensure that all re quired mechanical integrity procedures for pressure vessel thickness measurement s have been developed in accordance with recognized and generally accepted good engineering practices such as, but not limited to, API RP510 & API RP572. b)This violation was observed on or about 1/19/2010, where the employer did not ensure its Mechanical Integrity program included procedures for establishing thickness measurement locations (TML's) for the various piping systems on the EC2 platfor m.
