29 CFR 1910.120(q)(2)(i): The employer did not develop an emergency response plan for emergencies which addressed the preemergency planning and coordination with outside parties: a) Poly Vinyl Chloride Manufacturing Areas - The employer did not plan and coordinate with DC-CAER in that available emergency resources were not confirmed, current emergency contacts were not provided, and facility training for emergency response personnel was not developed.
