29 CFR 1910.147(c)(4)(ii)(B):The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. (a) Debone - On or about July 14, 2023, the employer did not ensure that the energy control procedure for the Front Half Dumper included specific steps for blocking and securing the raised dumper when sanitation employees were performing sanitation work, exposing employees to struck-by hazards. (b) Debone - On or about July 14, 2023, the employer did not ensure that energy control procedures identified adjacent equipment, where employees were exposed to caught-in and struck-by hazards, be locked out for the Front Half Dumper, Front Half Incline Conveyor and Transfer Conveyor.
