29 CFR 1910.119(j)(3): The employer did not train each employee involve in maint aining the on-going mechanical integrity of process equipment in an overview of that process and its hazards and in the procedures applicable to the employee's job tasks to assure that the employee can perform the job tasks in a safe manner : The employer does not train each employee, involved in maintaining the on-goin g integrity of process equipment, in an overview of the processes and its hazard s. a) This violation was documented occurred on or around November 18, 2010 when the employer required Leaderman and Flex operators in the BD Recovery Area to o perate valves with come- alongs, but did not provide instruction, procedures or training for completing the activity and did not assure performance of the task will be done in a safe manner. b) This violation was documented on or around Nov ember 18, 2010 when Leaderman and Flex operators in the BD Recovery Area were re quired to apply steam to the external surfaces of valves in critical piping systems of the BD Recovery Area as part of an operation to open and close the valves, but were not provided written proced ures or training for completing the activity, nor were employees assured that pe rformance of the task will be done in a safe manner. This exposed employees to f ire and explosion hazards. Pursuant to 29 CFR 1903.19(d), within 10 calendar day s of the date of this citation, the employer must submit documentation showing t hat it is in compliance with the standard, including describing the steps it is taking to assure procedures are written for the job tasks of using come-alongs a nd applying steam to open and close valves in piping systems of the BD Recovery Area.
