29 CFR 1910.38(c)(2): The emergency action plan did not include procedures for emergency evacuation, including type of evacuation and exit route assignments: (a) Location - 330 Ballardvale Street, Wilmington, MA: On or about May 27, 2021, the facility's emergency action plan includes an option for sheltering in place in response to releases of ammonia from the refrigeration system, but does not indicate whom is responsible for determining whether to shelter in place or evacuate, what procedures may be necessary for turning off, sealing, or otherwise disabling HVAC equipment to prevent the infiltration of contaminated air from outside into the shelter, and does not indicate how the decision to shelter in place vice evacuate will be communicated to employees.
