29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person: -On or about October 24, 2014 and prior to that time located at various points on the water tower the erection, movement or alteration of powered single-point and two-point adjustable suspension scaffolding systems were not being directed under the supervision of a qualified competent person in that a qualified competent person did not supervise the erection, movement or alteration of scaffold systems to assure adjustable suspension scaffold suspension line and lifeline abrasion protection, adjustable suspension scaffold fall protection, independent lifeline, scaffold suspension line anchorage points were erected or completely utilized.
