29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about November 4, 2024, and at times prior thereto and thereafter, ladders utilized by employees did not extend at least 3-feet above the upper landing surface in the following instances a-b. a) On November 1, 2024, one Eagle Street, a ladder that did not extend three (3) feet above the upper landing area was utilized while employees performed utility work; and b) On November 4, 2024, on Temple Street, a ladder that did not extend three (3) feet above the upper landing area was utilized while employees performed utility work.
