29 CFR 1926.1052(c)(12): Unprotected sides and edges of stairway landings shall be provided with guardrail systems. Guardrail system criteria are contained in subpart M of this part. [55 FR 47687, Nov. 14, 1990; 56 FR 47689, Jan. 23, 1991; 56 FR 41794, Aug. 23, 1991] (a) On or about the 10-day period of July 17 - 30, 2018, located on the west side of a pipe and precast concrete plant, employees gaining access to elevated work areas for the purpose of demolition were exposed to fall hazards while using fixed exterior stairs for which the stairway top landing did not have a guardrail system. Potential fall heights were determined to be greater than 24 feet above the ground below.
