Text For Citation: 01 Item/Group: 009 Hazard:
29 CFR 1926.65(d)(2): A site control program for protecting employees, which was a part of the employer's site safety and health program required in 29 CFR 1926.65(b), was not developed during the planning stages of the hazardous waste cleanup operation and/or modified as necessary as new information became available: (a) On and after 01/18/2016, at GE Power, Building 5, Areas3 East and 4 East , for the laborers removing debris by hand and using HEPA vacuums and mercury vacuums to remove hazardous materials such as, but not limited to, elemental mercury, soil contaminated with mercury and wood contaminated with mercury. The employer never developed a site control program to control employee exposure to hazardous substances.
