29 CFR 1910.134(k): Training and information. This paragraph requires the employer to provide effective training to employees who are required to use respirators. The training must be comprehensive, understandable, and recur annually, and more often if necessary. This paragraph also requires the employer to provide the basic information on respirators in Appendix D of this section to employees who wear respirators when not required by this section or by the employer to do so. On or about November 7, 2023, at an establishment located at 724 South Industrial Drive in Waupaca, Wisconsin, in the spray finishing room; the employer did not provide effective training on respirators or a respiratory protection program for spray finishing employees wearing voluntary 3M half-face elastomeric respirators equipped with organic vapor cartridges. All provisions of 29 CFR 1910.134(k)(1) through (k)(5) shall be provided to employees wearing respirators. Key elements include, but are not limited to the following: 1) Why the respirator is necessary and how improper fit, usage, or maintenance can compromise the protective effect of the respirator; 2) Limitations and capabilities of the respirator; 3) How to inspect, put on and remove, use, and check the seals of the respirator; 4) Procedures for maintenance and storage of the respirator; 5) How to recognize medical signs and symptoms that may limit or prevent the effective use of respirators.
