29 CFR 1910.272(g)(2): When entering the grain handling facility bins, silos, or tanks from the top, employees did not wear a body harness with lifeline, or use a boatswain's chair that met the requirements of Subpart D, 29 CFR 1910.28(j) (a)Esco Industries, Inc. dba Performance Seed at 854 Northwestern Ave., Midland SD 57552: On and before November 15, 2016, the employer did not provide adequate means of protection for employees entering the bins from the top to perform seed knockdown activities. Employees were lowered through the top of the bin without the use of an effective lifeline that would allow employees to be retrieved from the bin in the event of an emergency. This condition exposed employees to engulfment and atmospheric hazards.
