29 CFR 1910.147(c)(7)(i): The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees: a) On or about April 28, 2025, and at times prior, the employer, Powdr - Copper Mountain LLC DBA Copper Mountain Resort, did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees. Employees were required to perform maintenance work on drive, support, and tensioning systems on chair lifts including, but not limited to, the American Flyer, the Super Bee, the American Eagle, the Excelerator, and the Kokomo Express. These lift systems contained mechanical, hydraulic, and pneumatic energy sources. Employees were not provided with adequate training on de-energization procedures to include the means, methods, and lockout points to control all forms of energy to which they were exposed. During these work operations on energized systems, employees were exposed to caught-in and amputation hazards from unexpected movement and start-ups of lift systems, struck-by hazards from hydraulic and pneumatic pressure release.
