29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): Pinnacle Powder Coating, Inc. located at 61 Saint Marys Street in Norwalk, Ohio; On or about January 30, 2018 the employer did not implement adequate engineering or administration controls to reduce employees exposures to particulates not otherwise regulated (total dust) containing 1,3,5-Triglycidyl Isocyanurate (TGIC). Employees were exposed to hazards associated with elevated exposures to total dust such as, but not limited to, irritation to the eyes, throat, skin, and upper respiratory system, hematologic effects, and male reproductive damage. a) Pinnacle Powder Coating, Inc. located at 61 Saint Marys Street in Norwalk, Ohio; On or about January 30, 2018 the employer did not implement adequate engineering or administration controls to reduce employees exposures to particulates not otherwise regulated (total dust). An employee applying paint powder by means of electrostatic hand spraying equipment inside the Nordson Electrostatic Powder Coating System was over exposed to particulates not otherwise regulated (total dust) at an eight hour time weighted average of approximately 72.17 mg/m3 which exceeded OSHAs permissible exposure limit of 15 mg/m3 by approximately 481.1%. b) Pinnacle Powder Coating, Inc. located at 61 Saint Marys Street in Norwalk, Ohio; On or about January 30, 2018 the employer did not implement adequate engineering or administration controls to reduce employees exposures to particulates not otherwise regulated (total dust). An employee applying paint powder by means of electrostatic hand spraying equipment inside the Nordson Electrostatic Powder Coating System was over exposed to particulates not otherwise regulated (total dust) at an eight hour time weighted average of approximately 82.48 mg/m3 which exceeded OSHAs permissible exposure limit of 15 mg/m3 by approximately 550%.
