29 CFR 1910.119(l)(2)(i):The employer did not assure that technical bases for the proposed changes were considered and addressed prior to any changes. a. Machine Room - On or about 14 December 2021, the employer had conducted MOC for changing the condensers steel coils to a stainless steel without documenting the effects or defining the technical basis for the change which the employer did not document, failure to properly document the technical basis for changes to the process equipment can result in inadvertent mixing, incompatible materials and degradation of the process equipment leading to a release of anhydrous ammonia. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
