29 CFR 1910.272(j)(1): The employer did not develop and implement a written housekeeping program that established the frequency and the method(s) determined best to reduce accumulations of fugitive grain dust on ledges, floors, equipment, and other exposed surfaces: The employer did not develop and implement an adequate housekeeping program to reduce the accumulation of fugitive grain dust for all exposed surfaces of this grain handling facility, such as, but not limited to: a) Employees were exposed to fire and /or explosion hazards associated with fugitive grain dust accumulation in excess of 1/8-inch in depth in the basement of Building #1961, distributing Spout Duct surface of Silo #131; b) Employees were exposed to fire and /or explosion hazards associated with fugitive grain dust accumulation in excess of 1/8-inch in depth in the basement of Building #1961, distributing Spout Duct surface of Silo #99; c) Employees were exposed to fire and /or exposure associated with fugitive grain dust accumulation in excess of 1/8-inch in depth in the head house basement of Building #1961, metal frame structure of the Boot Leg #4; d) Employees were exposed to fire and /or exposure associated with fugitive grain dust accumulation in excess of 1/8-inch in depth on the head house basement of Building #1961, floor surface of the Boot Leg #4, and; e) Employees were exposed to fire and /or exposure associated with fugitive grain dust accumulation in excess of 1/8-inch in depth on the head house basement of Building #1961, V pans motors - transition point between Belt conveyers #7 and #8.
