29 CFR 1910.119(f)(1): The employer did not develop and implement written operat ing procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with Process Safety Information and shall address the elements of 1910.119(f)(1)(i) through (iv) and 1910.119(f)(2) through (4). This violation was observed on or about 1/19/2010, where the employ er did not develop written operating procedures that provide clear operating ins tructions for employees to operate the oil & gas separation process equipment located on the EC2 platfor m. This exposed employees to fire, explosion and chemical exposure. Pursuant to 29 CFR 1903.19(d), within 10 calendar days of the date of the citation, the empl oyer must submit documentation showing that it is in compliance with the standar d, including describing the steps it is taking to ensure that a complete set of operating procedures for the EC2 process and ancillary equipment have been devel oped.
