Text For Citation: 01 Item/Group: 008 Hazard: LOCKOUT
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to burn hazards: (a)Pinneo Feedlot, Ltd. Liability Company at 32295 Highway 34, Brush, CO 80723: On or before 09/19/06, the employer did not ensure that employees were protected from hot steam in the process of blowing down the boiler. The steam was exhausted into a drain, but blew out of the drain, into areas where employees could walk to pick up tools, hoses, and other equipment. The area was not barricaded off, and procedures were not set in place, to warn employees to avoid this area when blowing down the boiler. Condition exposed employees to burn hazards. Abatement Note: Abatement certification is required for this item (see enclosed "Sample Abatement-Certification Letter") Abatement Note: Among other methods, one feasible and acceptable abatement method is to establish a procedure requiring advance communication and warning among employees, and barricading off the area where steam exhausts out. This procedure should be stated as an extension of a lockout tagout policy.
