29 CFR 1910.120(q)(1): An emergency response plan was not developed and implemented to handle anticipated emergencies prior to the commencement of emergency response operations. The plan was not in writing and available for inspection and copying by employees, their representatives and OSHA personnel. a. Sumitomo Backlite North America dba Durez Corporation located in Kenton, Ohio: On or about August 8, 2018 the employer failed to ensure an adequate written emergency response plan was developed to handle anticipated responses to chemical spills such as but not limited to formaldehyde, phenol, sulfuric acid, and styrene. The employer's current emergency response plan does not include the following information: 1. Pre-emergency planning and coordination with outside parties. 2. Personnel roles, lines of authority, training, and communication. 3. Site security and control. 4. Evacuation routes and procedures. 5. Decontamination. 6. Emergency medical treatment and first aid. 7. Emergency alerting and response procedures. 8. Critique of response and follow-up. 9. PPE and emergency equipment.
