29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) ) On or about 09/19/16 at 375 Melville Street, Rochester, New York; employees who used the ladder to inspect the front porch roof were exposed to fall hazards when a 24 foot extension ladder ( Louisville 24 foot fiberglass extension ladder Type IA - model L-3022-24 ) with the side rails extending only 12 inches above the roof line was set up on the east side of the front porch. ABATEMENT CERTIFICATION REQUIRED
