29 CFR 1926.65(c)(2): A preliminary evaluation of the site's characteristics was not performed prior to site entry by a qualified person to aid in the selection of appropriate employee protection methods prior to entry: (a) On and after 3/01/2016, at GE Power Building 5, 3E floor, for the laborers removing debris by hand and using HEPA vacuums and mercury vacuums to remove hazardous materials such as but not limited to, elemental mercury, soil contaminated with mercury and other heavy metals, and wood contaminated with mercury and arsenic. The employer did not provide appropriate selection of personal protective equipment for skin absorption.
