29 CFR 1910.261(j)(5)(i): All pulpers having the top or any other opening of a vessel less than 42 inches from the floor or work platform did not have such openings guarded by railed or other enclosures. For manual charging, openings shall be sufficient to permit the entry of stock, and shall be provided with at least two permanently secured crossrails in accordance with �� 1910.23. a) On or about 12/10/2014, the top of the #3 slusher only measured 32" high from the floor and had no additional guarding.
