29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: a). On or about 11/18/14, Skydyne employees working at The Skydyne Company, Port Jervis, NY, in the paint/mold area. A painter uses epoxy paints to paint the metal cases. The Spectrum epoxies contains chemicals such as Toluene. The employer did not provide hazard communication program training. b). On or about 12/3/14, One Source Staffing employees working at The Skydyne Company, Port Jervis, NY, in the assembly area. The employees use Loctite and Epoxy adhesives (Versamid 140 and Epotuf 37-127) when assembling plastic cases. The Loctite 5510 and Epoxy adhesives contains chemicals such as, but not limited to, Triethylenetetramine and fatty acids. One of the epoxies, Versamid 140, is a corrosive. The employer did not provide hazard communication program training. c). On or about 12/3/14, a Here's Help employee working at The Skydyne Company, Port Jervis, NY, in the paint/mold area. The employee, handling Norox Mec and Polycor gel coat to make case molds; 6-10 cases made a day. The Norox Mec is a corrosive. The employer did not provide hazard communication program training. d). On or about 12/3/14, an Adecco employee working at The Skydyne Company, Port Jervis, NY, in the assembly area. Under the direction and supervision of Skydyne, the employee use Loctite and Epoxy adhesives (Versamid 140 and Epotuf 37-127) when assembling plastic cases. The Loctite 5510 and Epoxy adhesives contains chemicals such as, but not limted to, Triethylenetetramine and fatty acids. The employer did not implement hazard communication program training.
