29 CFR 1926.1207(a): The employer did not provide training to each employee whose work is regulated by this standard, at no cost to the employee, and did not ensure that the employee possessed the understanding, knowledge, and skills necessary for the safe performance of duties assigned under this standard: a) On or about November 9, 2022, at the Dry Bayou crossing beneath the Bayou Meta Canal project, the employer did not provide permit-required confined space training to the employees who entered the 54-inch diameter culverts to place and reposition gasoline-engine-powered water pumps used to dewater the culverts. The gasoline engines produce the asphyxiant carbon monoxide.
