The employer does not provide training to authorized employees related to the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control: 29 CFR 1910.147(c)(7)(i)(A): Each authorized employee(s) did not receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control: A recent example of this occurred on 10/25/11, when: a) In the establishment, employees, who performed maintenance tasks only allowable to authorized employees, such as, but not limited to: inspecting, installing and adjusting a spray ball inside of the Permit Required Confined Space(PRCS) Cream Tank #3, did not receive the necessary training for the application of Lockout/Tagout(LOTO) procedures on tanks' agitators. To abate this violation, the employer shall provide training to authorized employees related to employer's machine-specific Lockout/Tagout Procedures. Pursuant to 29 CFR 1903.19(d), the employer must submit documents describing the steps it is taking to ensure compliance, within 30 days of the date it receives this citation.
