Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: 29 CFR 1910.261(k)(18): The hazard of the nip points on the rolls was not eliminated or minimized by means of an effective barrier device or by feeding the paper into the rolls by means of a rope carrier, air jets, or hand feeding device: (a) Metering Rolls on the Billblade Machine to the #3 Paper Machine: These metering rolls were inadequately guarded to prevent employee contact with the nip point.
