Text For Citation: 01 Item/Group: 007 Hazard:
29 CFR 1910.147(d): Application of control. The established procedures for the application of energy control (the lockout or tagout procedures) shall cover the following elements and actions and shall be done in the following sequence: a. On or about September 9, 2024, and at times prior, located on Mulch Bagging Production Line 2, employees were exposed to machine hazards associated with moving parts, in-going nip points, and thermal hazards when putting belts onto pulleys, cleaning the heater and when removing jams on the Hamer bagging machine. The employer did not implement energy control application steps as LOTO devices were not applied to the electrical disconnect [per the 1910.147(d)(4) requirements]. As a result, the remaining applicable energy control elements, involving dissipation of residual energy [(d)(5)(i)] (time for heater to cool or means to safeguard from contact burns), and verification of isolation [(d)(6)], were not implemented to protect employees from caught-in and thermal hazards. b.
