29 CFR 1910.119(l)(1):The employer did not implement procedures to manage changes to process chemicals, technology, equipment, and procedures, and changes to facilities that affected a covered process. (a)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 9, 2023, the employer did not ensure the company's management of change procedure was utilized when operators changed the low temperature interlock setpoint on the side stripper from 160 degrees Fahrenheit to 150 degrees Fahrenheit. This exposed employees to fire and explosion hazards. (b)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 9, 2023, the employer did not ensure the company's management of change procedure was utilized when operators changed the low temperature interlock setpoint on the beer column from 170 degrees Fahrenheit to 160 degrees Fahrenheit. This exposed employees to fire and explosion hazards.
