29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At a worksite located at lot 1156 of the Woodland Trails residential development in Greenwood, Missouri, an employer exposed employees to fall hazards. The employer exposed employees to these fall hazards by allowing them to access the roof of the structure by using a portable ladder that was not extended 3 feet or more above the upper landing surface for which it was being used to access.
