29 CFR 1910.333(b)(2)(ii)(C): Stored electric energy which might endanger personnel shall be released. Capacitors shall be discharged and high capacitance elements shall be short-circuited and grounded, if the stored electric energy might endanger personnel. Note: If the capacitors or associated equipment are handled in meeting this requirement, they shall be treated as energized. a) On or about December 10, 2020, after disconnecting at the electrical cabinet the employer had not ensured all stored electrical energy in the capacitors had been release before employees such as but not limited to maintenance employees started repairing and performing preventive maintenance on the Rittal 2009 Riweld Seam Welder machine number 21041405.
