29 CFR 1910.147(c)(7)(i)(A): Each authorized employee shall receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control: On or about March 4, 2019, at the tank battery train #7, employees performed Lockout Tagout procedure to heater treater oil boot level controller/float and peanut valve, had not been provided adequate training in the recognition and control of hazardous energy sources, such as, but not limited to, chemical and thermal energy with the potential to result in a fire and/or explosion.
