Text For Citation: 01 Item/Group: 007 Hazard:
29 CFR 1926.851(b): All stairs, passageways, ladders and incidental equipment thereto, which are covered by this section, shall be periodically inspected and maintained in a clean safe condition. (a) On or about the 10-day period of July 17 - 30, 2018, located on the west side of a pipe and precast concrete plant, employees gaining access to elevated work areas for the purpose of demolition were exposed to fall hazards while using fixed exterior stairs for which the stairway top landing (1) only measured 11 inches deep in the direction of travel and (2) did not have a guardrail system. Potential fall heights were determined to be greater than 24 feet above the ground below. (b) On July 31, 2018, located on the west side of a pipe and precast concrete plant, employees gaining access to elevated work areas for the purpose of demolition were exposed to fall hazards while using fixed exterior stairs for which the stairway top landing (1) only measured 11 inches deep in the direction of travel and (2) did not have a guardrail system. Potential fall heights were determined to be greater than 24 feet above the ground below. (c) On July 31, 2018 and at times prior thereto, located on the west side of a pipe and precast concrete plant, employees gaining access to elevated work areas for the purpose of demolition were exposed to trip and fall hazards while using fixed exterior stairs that contained an uncovered floor hole measuring 5 feet by 9 inches at the 2nd story stair landing. (d) On July 31, 2018 and at times prior thereto, located on the west side of a pipe and precast concrete plant, employees gaining access to elevated work areas for the purpose of demolition were exposed to trip and fall hazards while using fixed exterior stairs in that two stair treads were damaged and not uniform within each flight of stairs.
