29 CFR 1926.1053(b)(9): The area around the top and bottom of ladders shall be kept clear. On Dec. 1, 2017, located inside the south end of a commercial structure, employees were observed using a 20 foot portable extension ladder which had the bottom end positioned against the horizontal bottom plate; and obstructed by the vertical wall studs; of a framed interior wall.
