29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, or uprights did not bear on base plates, mud sills or other adequate firm foundation: a) Jobsite - Employees installing siding were exposed to a collapse hazard as the tubular welded frame scaffold did not bare on base plates or a firm foundation. The tubular welded frame scaffold was erected on uneven concrete and wood shims. Observed on or about 29 January 2016.
