29 CFR 1910.147(c)(4)(ii)(C): The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them: (a) At the Desert Construction, Hualapai Asphalt Plant, the employer's energy control procedure failed to include clear and specific procedural steps covering the placement of lockout devices and tagout devices including the requirement for employees to indicate the identity of the employee applying the device(s). Maintenance employees are exposed to mechanical and electrical hazards while maintaining and repairing generators, asphalt mixing drums and chutes and squirrel cage conveyors and tagout devices do not clearly identify the employee(s) involved in the lockout/tagout procedure.
