29 CFR 1910.132(a): Protective equipment was not used when necessary whenever hazards capable of causing injury and impairment were encountered: Employees engaged in washing, sanding and preparing bucket trucks and other equipment for painting are exposed to falls from height when standing on top of the trucks and booms while performing their tasks and no appropriate fall protection is required.
