29 CFR 1910.217(e)(3): The employer did not insure the original and continuing competence of personnel caring for, inspecting, and maintaining power presses: Instances including, but not limited to, the following: a) Job site, 33 McGovern Road, Crescent, PA: On or about November 23, 2019, during production activities on the Torc-Pac part revolution press, serial number 57-7135, located in building 4, the employer did not ensure that the maintenance staff was properly trained to identify, maintain or make repairs on presses. Deficiencies noted during the inspection included, but were not limited to, maintenance staff not properly identifying the cause of ghost cycles/double cycles and making proper repairs and the mode selector controller was able to be supervised. b) Job site, 33 McGovern Road, Crescent, PA: On or about November 23, 2019, during production activities on the Warco part revolution press, serial number 5346, located in building 4, the employer did not ensure that the maintenance staff was properly trained to identify, maintain or make repairs on presses. Deficiencies noted during the inspection included, but were not limited to, not ensuring that a proper safety distance was maintained between 2 hand controls and the press tooling area based on a stopping time at 90 degrees and not having the brake monitor system appropriately set up to alert the user if the stopping time deteriorated to an unsafe limit.
