29 CFR 1910.333(c)(3)(i)(A)(1): When an unqualified person is working in an elevated position near overhead lines, the location shall be such that the person and the longest conductive object he or she may contact cannot come closer to any unguarded, energized overhead line than 10 feet (305 cm) for voltages to ground 50kV or below: 12th Street Norfolk Southern rail yard, Streator, Illinois, West industrial rail spur, ACFX 59074 center flow covered hopper rail car - on or about July 17, 2017, unqualified employees assigned to climb vertical fixed ladders on parked railcars' to access rooftop hatches for taking samples of plastic pellets with a job-made tool were exposed to contact with a high voltage (12kV) electric power distribution line likely to result in electrocution. The employer failed to ensure safe working clearances of at least 10 feet from energized conductors. Work positions to access the roof, walk on running boards, and get samples were in the immediate proximity (within 4 - 12 inches) to energized, unguarded, and not insulated high voltage electric power line running parallel to and above railcars. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
