29 CFR 1910.140(c)(13)(i): Anchorages were not capable of supporting at least 5000 pounds (22.2 kN) for each employee attached: a) On or about April 28, 2025 and at times prior, the employer, Powdr - Copper Mountain LLC DBA Copper Mountain Resort, did not ensure structures used as anchorage points on chair lift support towers and catwalk platforms were capable of supporting at least 5000 pounds during maintenance work. Employees were required to climb lift support towers and access catwalks to perform maintenance operations on chair lifts including, but not limited to, the American Flyer, the American Eagle, and the Kokomo Express. During these operations, employees were positioned at heights greater than 4 feet from the lower ground surface level and used cross-member supports and guardrails as anchorage points and part of a system to prevent fall injuries. These anchorage points were not designed and capable of supporting shock-loads of at least 5000 pounds. This condition exposed employees to fall hazards.
