29 CFR 1910.119(j)(2): The employer shall establish and implement written proced ures to maintain the on-going integrity of process equipment. The employer does not ensure procedures are established and implemented to maintain the on-going integrity of process equipment. A.This violation was observed on or about May 20, 2010, when it was found that there is no preventive maintenance p rogram for instrumentation. Reliance on faulty instruments can expose employees to fire and explosion hazards. B.This violation was observed on or about May 20, 2010, when it was found that there is no procedure for inspecting lined vessels to ensure consistency in the inspections. This lack of a procedure can expose e mployees to fire and explosion hazards. C.This violation was observed on or abou t May 20, 2010, when it was found that there is no procedure for inspecting vess els for corrosion under insulation to ensure consistency in the inspections. Thi s condition can expose employees to fire and explosion hazards. Pursuant to 29 C. F. R. 1903.19, within ten (10) calendar days of the date of th is citation, the employer must submit documentation that it is in compliance wit h the standard, including describing the steps it is taking to ensure that proce dures are developed. One method of abatement, among others is to develop procedu res for inspecting vessels for corrosion under insulation, for inspecting lined vessels, for inspecting valves, and also to establish and implement a preventive maintenance program for process instruments.
