29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: At a worksite located at 12149 Hartville Road, Licking, MO: The employer failed to ensure that employees were provided proper training to ensure that they had the knowledge, skills regarding the purpose and function of the energy control program. Employees were performing service or maintenance on equipment and had not been properly trained on the application, usage, and removal of energy controls. This exposes employees to potential caught-in hazards. a) This was most recently demonstrated on or about October 26, 2023, and at times prior to, when employees were cleaning out the Cornell edger in the lower/downhill mill and did not have the proper knowledge or skills through training and did not perform lock out/tag out of the equipment. b) This was most recently demonstrated on or about December 7, 2023, and at times prior to, when employees were sharpening the saw with a Milwaukee tool in the lower/downhill mill and did not have the proper knowledge or skills through training and did not perform lock out/tag out of the equipment.
