29 CFR 1926.1432(a)(1): The employer did not have the plan developed by a qualified person before beginning a crane operation in which more than one crane will be supporting the load: On or about January 9, 2023, at the job site, a plan was not developed by a qualified person before a bridge beam was lifted by two cranes to put it onto the bridge caps/piers. Employees were exposed to struck-by hazards during crane operations.
