29 CFR 1910.119(l)(1):The employer did not establish written procedures to manage changes to process chemicals, technology, equipment, and procedures, and changes to facilities that affect a covered process. a) Plant; on or about April 25, 2022, employees were exposed to anhydrous ammonia hazards, in that the employer did not prepare and implement a written management of change (MOC) procedure to address the welding repairs in a 16 in. diameter section of the suction line connected to the Spiral Freezers #1 and #2.
