29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. On or about January 17, 2020, and time prior thereto, at the commercial construction site in Davenport, Florida, employees performing truss installation were exposed to a 14-foot fall hazard, in that, the Werner extension ladders were not extended three feet above the upper landing surface of the concrete walls which they were resting against.
