29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall, was not guarded to eliminate the hazard of impalement. On or about 17 October 2019, and at times prior thereto, two workers were performing place and finish concrete work with uncapped rebar in the form work, exposing the workers to the hazard of impalement.
