29 CFR 1926.1101(g)(8)(ii)(F): Upon being lowered, unwrapped material shall be transferred to a closed receptacle in such manner so as to preclude the dispersion of dust. The controlling employer did not ensure that unwrapped asbestos-containing shingles were lowered and transferred to a closed receptacle in that on June 14, 2018, subcontractor employees broke up roof shingles and threw shingles off the roof at heights greater than 23 feet. Bulk samples revealed that the shingles contained 10.38% chrysotile asbestos and the mastic contained 14.25% chrysotile asbestos..
