29 CFR 1910.147(c)(4)(ii)(C): The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them: a) The employer's energy control procedures for group lockout did not address vesting primary responsibility or an authorized employee for a set number of employees working under them. b) The employer's energy control procedures for group lockout did not include the assignment of overall job-associated lockout responsibility to an authorized employee designated to coordinate affected workforce when more than one craft or department was involved. ABATEMENT CERTIFICATION AND ABATEMENT DOCUMENTATION REQUIRED.
