29 CFR 1926.1437(n)(5)(v): The systems/means of securement of the crane to the barge used to comply with options 1-4 of this section were not designed by a qualified person familiar with floating crane/derrick design. On and about July 5, 2012 the Terex HC 110 crawler crane on the south barge and the American 9299 crawler crane on the north barge were not secured to the barges by any of the means listed in options 1-4 and were not designed by a qualified person as described in this section. Thereby, employees were exposed to hazards from crane and load failure.
