29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance: a) Proximity Malt, LLC, Laurel, DE - On or about October 23, 2022 and on previous dates, the employer did not document energy control procedures as needed for the safe isolation & lockout of energized equipment and for the verification all such energized equipment, such as, but not limited to, helix motors, the rotating turner arms (RTA),horizontal sweep augurs, and utility equipment is locked out & de-energized, exposing employees entering germination & kilning vessels, GKV1 & GKV2, to a struck-by hazard posed by the RTA, an electrical hazard posed by energized process parts such as helix motors, and a caught-in hazard posed by the vertical helices attached the helix motors and the horizontal sweep auger, resulting in the potential for serious injury caused by these unsafe conditions.
