29 CFR 1910.119 (f)(1)(iii)(B) The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities involved in each covered process consistent with the process safety information that addressed health and safety considerations, such as precautions necessary to prevent exposure, including engineering controls, administrative controls, and personal protective equipment. a) Chlorine Storage Building: The operating procedure titled Chlorine Training Program, Program "C", did not list the precautions necessary to prevent exposure to chlorine, on or about 1/21/2021. b) Production: The operating procedure titled Chlorine Standard Operating Procedures, Program "G", Purging of Chlorine System for Shutdown Periods, did not list the precautions necessary to prevent exposure to chlorine, on or about 1/21/2021. c) Chlorine Storage Building: The operating procedure titled Chlorine Standard Operating Procedures, Program "I", Operation: Evaporator System Basic Operation and Maintenance, did not list the precautions necessary to prevent exposure to chlorine, on or about 1/21/2021.
