29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): 1.) On or about June 11, 2015, the employer failed to implement adequate engineering and/or administrative controls to reduce employee's exposure to particulates not otherwise regulated (PNOR) total dust. An employee working in the sandblasting area, sandblasting inside of rail tank cars was overexposed to particulates not otherwise regulated (PNOR) total dust at an 8 hour time weighted average of 267.39 mg/m3, which exceeded the OSHA permissible exposure limit of 15 mg/m3 by 1,782%.
